IAEA worried about 'possible military dimensions in Iran's significantly stepped up nuke programme'

The International Atomic Energy Agency has asked Iran to address "serious concerns" about "possible military dimensions" to its nuclear programme, adding that the country has significantly stepped up its ability to enrich uranium in recent months.

The latest report by United Nations nuclear watchdog disclosed a 42 per cent rise in the number of operational centrifuges enriching uranium inside the Natanz facility in the last four months.

The report also said that work inside a second secret enrichment plant has also been stepped up, with 698 centrifuges operating inside the Fordow installation near Qom, a 69 per cent increase on the number recorded during the last inspection in October.

The IAEA said that Iran had declined to offer full co-operation to its inspectors when they visited the country earlier this month, The Telegraph reports.

In particular, they were prevented from visiting a military location at Parchin, where experiments relevant to mastering the detonation system of nuclear weapons are understood to have been conducted.

"As Iran is not providing the necessary co-operation, including by not implementing its additional protocol, the agency is unable to provide credible assurance about the absence of undeclared nuclear material and activities," the report said.

The IAEA report pointed out that 8,808 centrifuges were functioning inside Natanz, compared with 6,208 on its last visit, although it cautioned that not all of the machines may have been working.

According to the paper, the latest IAEA report is likely to deepen Israel's fears about Iran's intentions, particularly the build-up of centrifuges in the Fordow facility, which is dug into a mountainside and could be immune from military attacks. (ANI)

(AP) ? A man who spent 18 months in an Australian jail for the drowning death of his wife during a diving trip in that country was acquitted of murder in Alabama on Thursday. A judge ended the trial with his acquittal ruling before the defense had even presented its case, saying prosecutors lacked evidence to prove Gabe Watson intentionally killed his wife.

Prosecutor Don Valeska, head of the violent crimes division for the state attorney general's office, said he never before had a trial end in a judge's acquittal in 41 years of trying cases, though that does sometimes happen, legal experts say.

Watson, 34, had faced life in prison without parole if convicted of murdering his wife of 11 days, 26-year-old Tina Thomas Watson, in 2003. The couple was diving on the Great Barrier Reef. Watson pleaded guilty in Australia to a manslaughter charge involving negligence.

Circuit Judge Tommy Nail agreed with defense arguments that prosecutors failed to show Watson drowned her for insurance money. The only eyewitness testified he thought Watson was trying to save the woman.

The state's evidence was "sorely lacking" and did not prove Watson had any financial motive. Jurors never got to deliberate.

"I don't think anyone knows for sure what happened in the water down there," said Nail, who repeatedly clashed with prosecutors during both the trial and earlier hearings.

Defense attorneys had argued that Watson didn't stand to gain anything monetarily because Tina Watson's father was the beneficiary of her life insurance policy. They contended her death was an accident.

Gabe Watson's father, David, hugged his son in the courtroom after the judge made his ruling. He said every court that had looked at the case determined Gabe did not intentionally kill his wife.

"I'm just so relieved. Hopefully he can put his life back together," David Watson said.

"I hope everyone can begin to heal. The rest of his life will determine his legacy. Gabe is a good kid."

Gabe Watson left the courtroom hand-in-hand with his second wife without commenting to reporters.

Tina Watson's father, Tommy Thomas, had testified earlier in the day. He described how his family's grief and shock over Tina Watson's death turned to suspicion of Gabe Watson.

Valeska, the prosecutor, walked with his arm around Tommy Thomas, who appeared to be in shock and stunned by the judge's decision.

"It should have gone to the jury for them to decide," Thomas said of the judge's decision.

Thomas had testified earlier that shortly after the death, his wife, Cindy, was worried about Gabe Watson's condition. However, evidence showed relations between Watson and his wife's family frayed quickly as the Thomases began having doubts about what happened and Gabe Watson began asking for Tina Watson's belongings.

Gabe Watson's father called to tell them about the woman's death more than 15 hours after she drowned, Thomas said, and Tina Watson's family never heard from Gabe Watson until they attempted to contact him through the U.S. consulate in Australia.

Thomas said that in a phone call from Australia, Watson claimed his wife gave him a thumbs up underwater, indicating she wanted to go back to the surface. Watson said he was leading her back to a rope when she panicked, knocked off his mask and air hose, and began sinking, according to Thomas.

But during a later talk at a lawyer's office, Thomas said, Watson changed his story and said the woman indicated she wanted to go back to the rope leading to the top rather than go directly to the surface. Staring directly at Watson from the witness stand, Thomas said he asked his former son-in-law at that time: "When Tina gave him the thumbs up sign to go to the surface, why didn't he just take her to the surface?"

The judge blocked Thomas from testifying about Watson's alleged desire to increase the woman's life insurance policy, a blow for prosecutors who earlier had been barred from presenting other evidence about Watson's actions after the death.

Montre Carodine, a law professor at the University of Alabama, said the judge's decision to end the trial without the defense even presenting evidence was a "serious indictment" of the prosecution's case, particularly considering it was a capital trial.

"It means the evidence was weak," she said.

By looking carefully, Japanese scientist discovers the secrets of termite balls

This article is the fourth (see the first,? second and third articles here)??in a miniseries of six articles (yes, I added one) that will be posted over six days about civilization, fungus, and alcohol. The first four articles are already determined, but just how this series finishes up will be chosen by the comments and ideas of readers.

Several years ago my friend Kenji Matsuura discovered termites have balls. It took careful inspection, but they were there. Now, along with his student, he has published a new study revealing more of the story of said balls.

I should explain. What Kenji discovered were tiny, hard, round, egg-shaped fungal structures inside termite nests. The fungi were there, he revealed, to steal rotting food from the termites. They did so by mimicking the eggs of the termites (which involved producing hardened sclerotia composed of fungal hyphae)1. They were the exact width and even firmness of termite eggs, just, in other words, like mother makes. They also produced a chemical the termites use to recognize the eggs, lysozyme. This subterfuge is elegant and, although only recently discovered, it turns out, common. It occurs, for example, in termite species in United States such as Reticulitermes virginicus. Kenji traveled to the U.S. to discover termite balls here, on our behalves, which is to say that we have become a country that cannot find its own, well, I digress?

New Discovery?These balls were named by Kenji because of their physical resemblance to, say, soccer balls or basketballs. Kenji has come to see these egg-shaped fungal structures as a great mystery in need of explanation and so has dedicated much of the last ten years to their study. He may well be involved in every study of termite balls ever published. Now, Kenji, in a paper led by his student Toshi Yashiro?like Kenji a very clever young scientist (though a terrible driver)?reports on new details of the relationship between the termites and these fungal cheats.

Yashiro, Matsurra and one of Matsurra?s postdocs, Tanaka, studied termite balls all over Japan as well as in the United States. They lifted termites carefully and looked all through their nests. They became, as they searched, experts in this quarry. They then came back to the lab and compared the versions of the genes of the termite balls (all species of the fungus genus Fibularhizoctonia) in different termite nests. What they might have expected to find is different fungus species in each termite species, at least if specific adaptations were required to deal with the unique chemistry of different termites. Instead, what they found, put simply, was different termite species had different termite ball species and individual nests often had more than one species of termite ball dependent upon them.

Termites are Easy?It seems as though many different fungi can trick many different termite species, using lysozyme (Matsuura can paint the lysozyme on glass beads and the termites will care for them too). That, along with a vague resemblance to an egg is enough. The termites are easy. It is a small wonder more species don?t trick them. They remind me of humans.

Once in the termite nest, the fungi have it made. The termites take care of them as if they were their own real eggs. They clean them (see movie here). They move them to the best spots. They are other the best hosts in the world or the worst parents. In some nests, more of the ?eggs? being cared for in the nest are termite balls than are actual eggs. Based in part on Yashiro?s new work, these fungi appear to be able to get nest to nest and even reproduce on their own outside nests, but they like the free ride they can get inside a nest. Its cheap and easy living when the world outside is rough.

From a distance, it seems clear, the termites are being had, but measuring who is winning and who is losing is complex. When Matsuura compared the fitness of termite eggs in nests with termite balls to those without, the termite eggs actually do as well when the termite balls are present. But there must be a cost to workers of tending so many extra ?eggs.? Maybe there is also a benefit. Maybe this Trojan ball had a silver lining. Perhaps compounds produced by the fungus work as an antibiotic and, in doing so, help the young termites to stay pathogen free. The termites may benefit from being duped, but the benefit seems incidental, not a reason to let the fungus in, but perhaps the reason stronger defenses against the fungus never evolved.

Matsuura has big ideas for what is next. He would like to try to take advantage of the termite?s graciousness (or lack of guile) to kill them. As Matsuura put it in a recent paper, ?Dummy eggs filled with pesticides could be introduced into the royal centre of a colony, destroying the entire colony with only a small amount of pesticide.? The truth is, Matsuura doesn?t really want to kill termites. He really likes them, but other people do and those people like to fund research or build wooden houses.

In and of itself, this story is fascinating, a rich detail of the natural world that would be inconceivable had evolution not already conceived it. But, in the context of the story of humans and alcohol this story seems like something a little more.

If the termites were to tell their own story, much as we tell our own story when we write about alcohol, what would they say? They might describe the day they brought in the termite balls into their nests as a noble and useful one, a day in which they figured out how to harness fungi in order to control pathogens, much in the way in the last article I described the benefits of alcohol. But it seems clear enough the termites are being tricked.

What if yeast, that fungus that makes our beer, wine, bread and more, is tricking us? What if, in looking to the yeast, we are able to convince ourselves of its benefits, but from the yeasts perspective, we are just another dumb termite? The Other Ball Drops?Recently, Matsuura and Yashiro made one more discovery. In studying a tropical termite of the genus Nasutitermes they found giant termite balls. These giant termite balls were totally unrelated to? normal termite balls. They had evolved independently to take advantage of the termites predictable weakness.

The giant termite balls are, as their name suggests, larger than the normal termite balls, probably because the eggs of Nasutitermes species are larger than those of Reticulitermes termites and so the fungus must follow suit. These larger balls beg the question. They beg the question of what our predictable weakness is, if we have one. In the context of the beer, wine and wine made by our yeast, the answer that seems most obvious is that our predictable weakness is we like to drink. Maybe yeast first prospered by sneaking into our societies in the guise of a Trojan beer. That we wanted to get drunk and kill pathogens meant we let down our guard and now, for as long as our weakness remains alcohol, they are in.

A new study published in the Canadian Journal of Fisheries and Aquatic Sciences (CJFAS) says that over 7 years this oil spill could have a $US8.7 billion impact on the economy of the Gulf of Mexico. This includes losses in revenue, profit, and wages, and close to 22 000 jobs could be lost.

"Unlike the visually obvious and immediate effects on birds and mammals, the effects of oil on fisheries can be more difficult to detect, though they are no less devastating," says lead author U. Rashid Sumaila. "Oil and hydrocarbons are taken up by plankton and other surface-dwelling species that link to aquatic food chains." This in turn affects the fishing industry.

The Deepwater Horizon, a British Petroleum oil rig, exploded in the Gulf of Mexico on 20 April 2010. By August 2010 it was estimated that it had leaked an estimated 4.9 million barrels of oil (780 million L), making it the largest accidental marine oil spill in US waters. In comparison, the Exxon Valdez oil spill in 1989 amounted to less than 0.5 million barrels. This study estimates the economic impact this spill will have on commercial and recreational fisheries and mariculture in the Gulf of Mexico.

Athens, Ga. Six thousand workers die on the job in the U.S. each year, and millions more are injured. According to a recent University of Georgia study, a worker's perception of safety in the workplace and the work-life balance established by businesses has a significant effect on on-the-job injury.

"We've known for some time that certain occupations are more dangerous than others due to a variety of physical and other hazards," said Dave DeJoy, UGA professor of health promotion and behavior. "But in the last 20 years, there has been growing evidence that management and organizational factors also play a critical role. That is, actions taken or not taken at the organizational level can either set the stage for injuries or help prevent them."

DeJoy and Todd Smith, a recent graduate of the Health Promotion and Behavior doctoral program in the UGA College of Public Health, authored one of the first studies to examine U.S. safety climate perceptions among a diverse sample of occupations and worker groupsfrom offices to factoriesand to highlight the factors linked to injury. The results were published online in January and will be in the March issue of the Journal of Safety Research.

Companies that run in a smooth and effective manner and have minimal constraints on worker performance can decrease injuries by 38 percent as worker opinions improve, according to survey results. A worker's perception of a positive safety climate can decrease injuries by 32 percent. The safety climate category assessed worker perceptions on the importance of their safety in their work organization.

"We can design the best safety controls, but they must be maintained, and that falls on management," Smith said. "Enacted policies and proceduresnot formalized ones but those acted upondefine a climate of safety."

DeJoy agrees. "Injury is a failure of management. Organizations who blame individuals for injuries do not create a positive safety climate."

In addition to factors identified by the study to decrease injuries, work-family interference was established as a significant risk for occupational injury.

"We used to think work was one thing and family was another, but now there is a realization that work-life balance affects performance and productivity," DeJoy said.

The study looked at the mutual interference between job and family demands. In situations where work interferes with family life or family demands affect job performance, they found that the risk for injury increased 37 percent.

Consistent with previous studies performed by the Department of Labor Statistics, they found whites had higher injury rates than blacks, but both had lower rates than the "other" category, which is predominately made up of Hispanics.

"These results provide guidance for targeting interventions and protective measures to curtail occupational injury in the U.S.," Smith said.

DeJoy was part of a team of researchers that worked with the National Institute for Occupational Safety and Health to put together a quality of work life survey module that featured a number of scales and measures assessing different job and organizational factors. This module was included as part of the General Social Survey and administered to a national representative sample of American adults.

In their study, DeJoy and Smith assessed occupational injury risk in terms of socio-demographic factors, employment characteristics and organizational factors for 1,525 respondents using data from the quality of work life module. The study identified race, occupational category and work-family interferences as risk factors for occupational injury and safety climate and organizational effectiveness as protective factors.

"The data suggests effects are pronounced and generalized across all occupations," said Smith, who spent 12 years as a workplace safety consultant before starting his graduate program at UGA.

"Most prior research on organizational factors has focused on single occupations or single organizations," DeJoy said. "There has been a clear need to examine these factors across a diverse array of occupations and employment circumstances to see how generalizable or pervasive these factors are."

The nine factors they examined were participation, work-family interference, management-employee relations, organizational effectiveness, safety climate, job content, advancement potential, resource adequacy and supervisor support.

Why we have moral rules but don't follow them

Editorial: "If morality is broken, we can fix it"

WHY do we sometimes wrestle with moral dilemmas? A twist on a classic psychology experiment suggests that our minds have two parallel moral systems, and they don't always agree.

In the trolley experiment, participants are told that a runaway tram trolley could kill five people on the tracks. They must decide whether to divert it onto a second track with only one person on it. Almost everyone diverts it, sacrificing one to save five.

But if instead you have to push one person off a bridge onto the track to stop the trolley, most people demur. That suggests most of us have a strict rule against killing people directly, even for the greater good.

How are such rules formed? Although moral codes appear to rule out the act of killing in the bridge experiment, most moral behaviour in animals appears focused on outcomes - the death of an individual, say - rather than the act that brought it about. When an animal experiences harm to help a relative, evolutionary biologists view this as increasing the chances that copies of the animal's genes will survive. Many psychologists think that human moral rules are an extension of this "kin selection".

Robert Kurzban of the University of Pennsylvania in Philadelphia thinks there's more to it than that. His latest study suggests there are moral rules that arose independently of those shaped by kin selection.

Kurzban's team gave volunteers variations of the bridge scenario. Volunteers were asked what they would do and whether their actions were morally right. Eighty-five per cent of them said it would be morally wrong to push one person off to save five, whether these people are brothers or strangers, confirming the idea that there is a rule against killing.

However, despite thinking it wrong, 28 per cent said they would still push a stranger off to save five, while 47 per cent said they would push a brother off to save five brothers. "They're more likely to do this 'less moral' thing if it's to save a relative," Kurzban says, suggesting kin selection is at work as well as the basic "moral rule" against killing (Evolution and Human Behavior, DOI: 10.1016/j.evolhumbehav.2011.11.002).

The experiment shows we have at least two parallel systems for deciding right and wrong: one that says some actions, like killing, are bad, and another that tells us to protect kin. They can clash, so how is this helpful? Co-author Peter DeScioli of Brandeis University in Waltham, Massachusetts, says social cohesion demands we have rules, regardless of what they are, to help resolve disputes quickly and peacefully.

DeScioli says our rule-making system is arbitrary, producing the belief that masturbation is "bad", for instance. The good news is that such rules can be changed.

But some may be harder to change than others, says Fiery Cushman of Brown University in Providence, Rhode Island. He says our protectiveness towards relatives influences rule-making, otherwise there would not be universal injunctions against theft, rape and murder.

Greek bailout tensions hit other euro countries (AP)

LONDON ? Mounting political tensions and frustration at a lack of resolution over whether Greece will get a vital bailout rekindled fears Thursday that Europe's debt crisis could spread to other countries.

As stocks and the euro fell on Thursday, borrowing rates rose for Italy and Spain's government debt ? a sign that investors are worried that the two countries would be dragged back into a crisis that had shown some signs of easing.

Concern has crept into the markets that Greece could still be forced into a disorderly default on a vital euro14.5 billion ($19 billion) bond repayment due next month. Despite answering concerns over its commitment to tough austerity measures, the country has yet to clinch deals with its international creditors for a bailout worth euro130 billion ($170 billion) and an accompanying euro100 billion ($131 billion) debt writedown agreed with its private bondholders.

Over the past few days, fears have grown that the bailout deal may be unraveling and on Wednesday relations between Greece and its partners in the eurozone hit a new low.

Greek Finance Minister Evangelos Venizolos told the country's president, Karolos Papoulias, that there were "many in the eurozone who don't want us any more".

Meanwhile, Germany's finance minister, Wolfgang Schaueble told German Suedwestrundfunk radio Wednesday: "They must understand in Greece that we want to do everything to help Greece ? we see the great distress that people in Greece must bear because the political class in Greece has failed over years and decades, and I am not sure even now whether all in the political parties in Greece are aware of their responsibility for the difficult situation of their country."

Investors Thursday appeared less than impressed with the clash between Greece and its European neighbors.

"Yesterday's back and forth between Greek politicians and EU policymakers had all the hallmarks of an unedifying playground spat, with accusations and insults flying thick and fast," said Michael Hewson, markets analyst at CMC Markets.

"Unfortunately there will be no winners or losers in this particular little saga as Europe gives the impression of gearing up to cut Greece loose, unless they subjugate to demands for new measures to sate various new concerns."

Several politicians ? especially in rich euro countries like Germany, the Netherlands and Finland ? have grown tired of Greece repeatedly missing budget targets and failing to implement promised cuts, reforms and sales of state assets. There are also concerns that the second, euro130 billion ($170 billion) bailout may not be enough to lift Greece out of its steep recession ? its economy shrank 7 percent in the final quarter of 2011 from a year earlier.

Jean-Claude Juncker, the Luxembourg prime minister who also heads eurozone finance meetings, promised more clarity over Greece at another meeting of European finance ministers this Monday, when he said decisions will be made.

As uncertainty lingers, investors are reassessing their assumption that Greece will get the money, prompting big market movements Thursday. The Stoxx 50 index of leading European shares was down 0.5 percent while the euro slipped by the same rate to below $1.30.

Meanwhile, the yield on Italy's ten-year bond has risen by 0.18 percentage points to 5.81 percent while Spain's rate has risen another 0.05 percentage points to 5.44 percent, a little down from earlier. Italy is a particular worry because it is the eurozone's third-largest economy and its debt mountain stands at around euro1.9 trillion, way more than anything Europe has committed to its bailout facilities.

Though the rates of both countries are still down from the end of last year ? when lack of confidence in Italy's ability to pay its debt saw its yields bust the 7 percent mark while Spain hovered around 6.67 per cent ? the increases have triggered concerns that Europe's debt crisis is a long way from being solved.

The pressure on the two countries had eased in recent weeks, primarily because the European Central Bank offered unlimited amounts of super-cheap long-term loans to banks.

Last week, Greece was asked to meet three sets of demands so it could get the bailout it needs to avoid a chaotic default on its debts on March 20. As well as insisting that the Greek Parliament agrees to another batch of austerity measures, the eurozone wanted clarity on a further euro325 million ($425 million) in savings and written agreements from the leaders of the Greek coalition to stick to the measures after elections scheduled for April.

Even though all three conditions appeared on Wednesday to have been met, the eurozone is still balking at finalizing the bailout, with some suggestions that money should not be handed over until after the elections.

On Wednesday evening, after a three-and-a-half-hour conference call between the 17 eurozone finance ministers, it looked as though more hurdles have been put in front of Greece.

Though Juncker said Greece had made "substantial further progress," he added that "further considerations are necessary regarding the specific mechanisms to strengthen the surveillance of program implementation and to ensure that priority is given to debt servicing."

His statement suggests that Greece's eurozone creditors may be insisting on a recent proposal by France and Germany to set up an account, separate from Greece's general budget, that would be dedicated to paying off Greece's massive debt. It was unclear whether this account would only manage the bailout money or whether government revenue could also be funneled into it.

Such an account would give the eurozone more control over what Greece does with its money, after the country has repeatedly missed budget, reform and privatization targets over the past two years. However, it could also be seen as an unprecedented interference into the fiscal affairs of a sovereign state.

The European Commission, which is in charge of economic surveillance in the European Union, is now working on a specific proposal for such an escrow account, which will be present to the ministers at a meeting on Monday.

In Athens, Venizelos said a combination of the country's written pledges, Parliament's passage of the austerity measures with a two-thirds majority and labor reform legislation were "a credible response to all those in Europe who doubt our ability to implement the program and to continue its implementation after the coming election."

There has been anger in Greece to the possibility of further restrictions on the country.

"What is happening today with Greece is unprecedented," Greek Citizens' Protection Minister Christos Papoutsis, a former European Commissioner said. "The sacrifices of the Greek people are unbearable."

"Any other new demands from our partners make a mockery of our country," he said. "It is raw blackmail of the Greek government and of the political system in Greece. It is a direct insult of Parliament, the basic pillar of Greek democracy. It is a direct insult to the dignity and the pride of the Greek people. Some in Europe forget that behind the numerical targets there are people."

Organizational Change Management: Changing the perspective on change!

CHANGE IS INEVITABLE

Change is constant and it?s all around us from; evolving technologies, the way that we now interact with people, to the way that we do business. Unless you?re living in a bubble, change is inevitable and for the most part, a business requirement in order to stay current and competitive. This paper is not in any way meant to dive into the specifics of every phase or facet of an end-to-end change management plan. It is only meant to provide some thought provoking high level points when thinking about how your company is looking at implementing an organization change management program.

I can?t tell you how many clients tell us that ?they don?t need change management? and that ?they are going to roll out a new project or process, and just tell people to get on board and deal with it?! Well?unfortunately that approach does not typically work, and the result is most likely not going to be the desired one. More often than not, the rework effort required to fix the problem caused by a failed change management process is costly and time consuming.

Why Change Management ? A BUSINESS DISCIPLINE

Today?s organizational change management initiatives must be a business discipline, driving bottom-line results through changes in systems and behaviors. Managing this change has therefore become a critical skill, both for leadership ? and for workers in an organization. A number of major change efforts in organizations fail because organizations often do not take the holistic approach required to see the change through, and to also validate the success of the change management plan.

Understanding Organizational Change

Organizational change is constant and will always occur. Through the clear understanding all the components on an individual level, we can evaluate how the change will relate at an organizational level. We also need to understand that the impact on the individual is of substantial importance, as it may easily filter through and influence all levels of the organization. Organizational change can influence fear and uncertainty, and there is a need to understand some of the influences, and to properly be prepared to mitigate them when they happen.

Influences on Change

Typically causes of change can be split into two primary factors: Internal and External.

  • External factors are always influencing and interacting with organizations. Individuals and organizations may have very little ability to influence such external factors such as politics, culture, economy, societal changes, or technology.
  • Internal factors are very numerous, as almost any item or event can influence change within an organization, but some of the more influential ones are employees, policies, organization structure, managerial, and financial. With internal causes of change we have the most ability to control and prepare the outcomes of such events.

Change Commitment Curve

Successfully managing organizational change initiatives will help gain commitment for the change and increase the ability to implement and build upon that change. One goal of Organizational Change Management (OCM) is to move the right stakeholders up the change curve at the right time by using interventions or levers, to mitigate any negative responses and build ongoing support of the change.

Defining Your Change Management Strategy

A simple way to gather data for the change strategy is to set up interviews and ask questions regarding the different aspects of the organizational change. The strategy then evolves into a ?blueprint? for the change initiative.

  • Description of the proposed change vision, and its goals
  • The reasons(s) why the change is necessary
  • Executive alignment
  • Project stakeholders and stakeholder groups and their involvement
  • Key communication messages broken down by audience
  • Roles and Responsibilities
  • Focus Areas
  • Target time frame to achieve goals
  • Critical success measures and key performance indicators

Reactions to Change ?

  • Denial: When a change is announced there may be some employees who feel that the change is not necessary. They may be reluctant to listen or deny any facts or information presented to support the change.
  • Resistance: With any level of change, there may be employees who will resist the change. Resistance is very common and stems from a fear of the unknown. Not knowing how an event is going to turn out can be a frightening event for those who go through the change.
  • Anger: When change occurs and the norm is uprooted, people can sometimes experience anger. Employees may then lash out and become uncooperative during this time. Humans are creatures of habit, and when forced to change habits people may become angry.
  • Indifference: Some employees just may not care, or the change may not have an impact on their routines or work. Be wary of this, as the change may be intended to have an impact, if the individual is indifferent about it the change then they may not understand or accept it.
  • Acceptance: We hope that changes generally occur for the better and have a positive influence on those involved. Even with positive change, acceptance may not happen right away, however is should occur quicker as opposed to when the change is perceived to be negative.

Developing a Organizational Change Management (OCM) Plan

An organizational change management plan is a tool for identifying and listing change management activities, estimating required efforts, defining initiatives, and tracking progress. It is the governing document for a change management project that:

  • Specifies the management of all major change management activities
  • Communicates the resource needs, milestones and timelines to leadership and other stakeholders
  • Helps to hold other contributors accountable for their role in managing the change.

A sample six-step process below provides a roadmap for creating and using an Organizational Change Management (OCM) plan:

Executive alignment and Effective Communications

Getting all of the executive team members aligned on why the change is needed, and implementing an effective communication plan is essential for building support throughout the organization. There needs to be executive buy-in, and whenever there is a communication to anyone in an organization who will be impacted by a change there must be a clear understanding of the overall nature of the change, its reasons, and how it aligns with the vision for the organization. The creation and implementation of a structured communication plan addresses employees? need for timely and consistent information. The goal of a communication plan is to deliver the right information to the right people at the right time, potentially resulting in less resistance to the change through available information to the stakeholder groups. Obama hikes subsidy to wealthy electric car buyers (Daily Caller)

The White House intends to boost government subsidies for wealthy buyers of the Chevy Volt and other new-technology vehicles ? to $10,000 per buyer.

That mammoth subsidy would cost taxpayers $100 million each year if it is approved by Congress, presuming only 10,000 new-technology autos are sold each year.

But the administration wants to get 1 million new-tech autos on the road by 2015. The subsidy cost of that goal could reach $10 billion.

The planned giveaway will likely prompt populist protests from GOP legislators, but it will likely also will be welcomed by auto-industry workers in the critical swing state of Michigan.

That welcome is critical for President Barack Obama, who is touting his support for blue-collar manufacturing programs to help offset his low public approval ratings.

The new subsidy level represents a 33 percent jump from the current $7,500 government payout for each Volt buyer, even though the Volt?s buyers are already among the wealthiest Americans. It will be offered to buyers of any new-technology autos, including battery-powered autos and cars powered by natural gas, said a White House official.

The extra money for wealthy buyers will be borrowed funds, eventually paid off by future taxpayers in all income brackets.

Pennsylvania Republican Rep. Mike Kelly, who owns a Chevy dealership, has already introduced legislation to end the auto subsidies. ?The nation is $15.2 billion in debt and climbing, so we?ve got to be a lot more careful about how we spend the money,? he told The Daily Caller in January.

The bill, he said, will also help citizens recognize the money-losing crony-capitalist deals between Democratic legislators and business interests, such as Chevy, he said. ?How do we get this crony capitalism across to the voters? We tell them, ?Folks, this is your money, not the administration?s money. ? It?s being thrown around by this president. ? It?s not a good investment, and there?s no positive return on it.?

For example, even with the $7,500 rebate for each buyer, Chevy sold only 7,671 Volts in 2011, far below the target of 10,000 earlier touted by company officials. Last month Nissan made the 10,000th sale of its all-electric Leaf model.

The average income of the Chevy Volt?s buyers is $170,000 per year, according to General Motors CEO Dan Akerson. ?Some of them ? I think roughly half ? are either [Toyota] Prius or BMW owners,? Akerson said in a Dec. 16 interview with the Associated Press.

That high income puts the Volt?s buyers in the top 7 percent of households, according to census data, and slightly above the rankings held by households with BMWs, Lexuses or Cadillacs.

The average income of BMW buyers is nearly $170,000, according to a May 2010 article in Bloomberg Business Week.

Cadillac buyers earn almost $130,000, and Lexus buyers take home an average of $141,000. Only Mercedes-Benz drivers earn more than Volt drivers, an average of $174,000 per year.

The extra subsidy is buried in President Barack Obama?s request for the 2013 budget, but was briefly described by White House economic chief Gene Sperling during a White House briefing today.

?We give consumers the incentive to buy these cars, he said, adding that the credit would be $10,000 per auto.

The budget document, titled ?Investing in Our Future,? includes a goal of putting ?One Million Advanced Technology Vehicles on the Road by 2015.?

To reach this goal, the budget ?continues to support electric vehicle manufacturing and adoption in the United States through new consumer rebates, investments in R&D, and competitive programs to encourage investment in advanced vehicle infrastructure,? says the document.

NEW YORK ? A chance to kiss the buff, shirtless Richard Gere of the early `80s? Sold, for $20,000!

It wasn't exactly a time machine that was auctioned off at the annual amfAR AIDS charity gala kicking off New York Fashion Week on Wednesday evening. Rather, it was a black-and-white portrait of Gere by famed photographer Robert Mapplethorpe, who himself died of AIDS in 1989. Displaying the photo from the stage, cookbook author and TV personality Padma Lakshmi kissed it a few times to demonstrate its appeal.

The gala, held in the cavernous event space at Cipriani Wall Street, is a staple event on the fringes of New York Fashion Week. This year, it was hosted by Sarah Jessica Parker, and featured performances by Brooklyn rapper Theophilius London, R&B singer Janelle Monae, and opera singer Michelle Johnson, who sang in tribute to the late Elizabeth Taylor ? founder of the AIDS charity.

But whatever was happening onstage, it was at least as interesting to stargaze among the guests, an eclectic mix of fashion, Hollywood, music and medicine. Fashion luminaries included designer Kenneth Cole, "Project Runway" host Heidi Klum (and judge Nina Garcia), Linda Evangelista and Cindy Crawford, who presented an award to Italian designer Roberto Cavalli.

Actress Julianne Moore was there, as was Stanley Tucci and director Woody Allen, seated between his wife and Mathilde Krim, founding chairman of the American Foundation for AIDS Research, or amfAR. Actress-singer Jennifer Hudson grooved to Monae's performance. Lindsay Lohan showed up in a demure, long-sleeved white dress.

The event raised more than $1.4 million for AIDS research, the group said. Other honorees, besides Cavalli, were Chopard co-president Caroline Scheufele, and Goldman Sachs Gives.
