APNewsBreak: EPA moves to ban some rodent poisons

WASHINGTON (AP) ? The Environmental Protection Agency is moving to ban the sale of a dozen rat and mouse poisons sold under the popular D-Con brand in an effort to protect children and pets.

The agency said Wednesday it hopes to reduce the thousands of accidental exposures that occur every year from rodent-control products. Children and pets are at risk for exposure because the products typically are placed on floors.

The agency had targeted a handful of companies two years ago, saying they needed to develop new products that are safer for children, pets and wildlife. All but Reckitt Benckiser Inc., manufacturer of D-Con, did so.

The company will have at least 30 days to request a hearing before an administrative law judge. If no hearing is requested, the ban will take effect.

GDP unexpectedly shrinks, decline seen temporary

WASHINGTON (Reuters) - The economy unexpectedly contracted in the fourth quarter, but analysts said there was no reason for panic given that consumer spending and business investment picked up.

Gross domestic product fell at a 0.1 percent annual rate, its weakest performance since it emerged from recession in 2009, the Commerce Department said on Wednesday.

If it were not for the hit from slower inventory growth and the deepest plunge in defense spending in 40 years, the economy would have grown at a respectable 2.5 percent rate. The weight from those two factors is expected to lessen in the first three months of this year.

Economists said Superstorm Sandy, which struck the East Coast in late October may have cut about half a point off GDP, but the department said it was difficult to quantify the impact.

"Obviously, the headline number is a bit jarring, but the underlying details of the report, by and large, are consistent with an economy that is growing probably at a trend basis of about two percent," Michael Hanson, a senior economist at Bank of America Merrill Lynch in New York.

Economists polled by Reuters had expected GDP to rise at a 1.1 percent rate and none had predicted a contraction.

U.S. financial markets largely shrugged off the decline in output, heartened by the acceleration in consumer spending and the rebound in business investment, which pointed to some fundamental economic strength.

A second report from payroll processor ADP showed private-sector payrolls expanded by 192,000 jobs in January after increasing 185,000 in December.

Faster jobs growth could help the economy to weather the headwind of higher taxes and possible spending cuts this year. A payroll tax cut expired on January 1 and big automatic spending cuts are set to take hold in March unless Congress acts.

Federal Reserve officials, at the end of a two-day meeting, noted economic activity had "paused" due to weather-related disruptions and other "transitory factors." They expressed confidence the recovery would regain speed with continued monetary policy support, and they left in place their monthly $85 billion bond-buying stimulus plan.

Economists say a growth pace in excess of 3 percent would be needed over a sustained period to significantly lower high unemployment. For the whole of 2012 the economy grew 2.2 percent, and a report on Friday is expected to show the jobless rate held at 7.8 percent for a third straight month in January.

INVENTORY DRAG

In the fourth quarter, the recovery had to deal with uncertainty over the so-called fiscal cliff of scheduled tax hikes and budget cuts, which hurt confidence even though households and businesses seemed to shrug off the worries.

Businesses, caught with too much inventory on their hands in the third quarter, slowed their stock building in the final three months of the year. That slowdown reduced GDP growth by 1.27 percentage points, the most in two years.

But with the pick-up in consumer spending in the fourth quarter, businesses now will need to replenish stocks, which should help lift growth early this year.

"Today's number actually leaves the economy relatively well-positioned heading into the first quarter," said Michael Feroli, an economist at JPMorgan in New York.

"The slowing in the pace of inventory accumulation means that businesses will not have to pull back on production as much in the first quarter if consumer spending does downshift in response to the recent tax increases."

Many forecasters think the economy will grow only around a 1 percent pace in the first quarter but then strengthen.

The GDP report showed government spending tumbled at a 6.6 percent rate, with defense outlays plunging at a 22.2 percent pace, the largest drop since the third quarter of 1972.

Trade also cut into the economy, slicing a quarter of a percentage point off the change in GDP. Exports, which have been hampered by a recession in Europe, a cooling Chinese economy and storm and strike-related port disruptions, fell for the first time since the first quarter of 2009.

Caterpillar Inc, the world's largest maker of construction equipment, reported a sharp drop in quarterly profits, citing weak demand in China as one reason for the decline.

PLENTY OF POSITIVES

There were many bright spots in the GDP report.

For one, household income after taxes and inflation increased at a strong 6.8 percent rate.

Along with a slower pace of inflation, that allowed households to step up their savings, and the saving rate rose by more than a percentage point.

An inflation gauge in the report advanced at just a 1.2 percent pace, down from 1.6 percent in the third quarter. So-called core prices rose just 0.9 percent, the smallest gain in two years.

Consumer spending, which accounts for more than two-thirds of economic activity, rose at a 2.2 percent rate, accelerating from the prior quarter's 1.6 percent growth pace, while business investment rebounded after its first drop in 1-1/2 years.

The housing market was another positive.

Residential construction grew at a 15.3 percent rate after notching a 13.5 percent growth pace in the third quarter. Homebuilding added to growth last year for the first time since 2005.

"A turnaround in the housing market will be a key support to the economy this year, with homebuilding contributing to growth and higher home prices supporting consumer spending," said Stuart Hoffman, chief economist at PNC Financial in Pittsburgh.

Stem cells boost heart's natural repair mechanisms

Jan. 29, 2013 ? Injecting specialized cardiac stem cells into a patient's heart rebuilds healthy tissue after a heart attack, but where do the new cells come from and how are they transformed into functional muscle?

Researchers at the Cedars-Sinai Heart Institute, whose clinical trial results in 2012 demonstrated that stem cell therapy reduces scarring and regenerates healthy tissue after a heart attack, now have found that the stem cell technique boosts production of existing adult heart cells (cardiomyocytes) and spurs recruitment of existing stem cells that mature into heart cells. The findings, from a laboratory animal study, are published in EMBO Molecular Medicine online.

"We're finding that the effect of stem cell therapy is indirect. It stimulates proliferation of dormant surviving host heart tissue, and it attracts stem cells already in the heart. The resultant new heart muscle is functional and durable, but the transplanted stem cells themselves do not last long," said Eduardo Marb?n, MD, PhD, director of the Heart Institute. Marb?n, the article's senior author, invented the experimental stem cell procedures and technology tested in humans.

Consistent with previous studies, the researchers found that the heart's native stem cells are not responsible for the normal replenishment of lost heart cells, but they do contribute to rebuilding heart tissue after heart attack.

This study shows that existing heart cells contribute to formation of new heart cells in the normal heart: Through a gradual cycling process, dying heart cells are replaced by new ones. The researchers found that this cycling process escalates in response to heart attack, enabling existing heart cells to assist in the development of new ones. Further, these effects can be amplified through stem cell therapy.

The investigational therapy turns on genes that bolster cell production from both sources -- existing heart cells and existing stem cells -- essentially boosting the heart's normal means of cell replacement and its natural responses to injury. The injection of stem cells also improves heart structure and function.

Marb?n and his clinical and research teams in 2009 performed the first procedure in which a heart attack patient's own heart tissue was used to grow specialized stem cells that were injected back into the heart. Earlier this year, they reported results of a clinical trial that found significant reduction in the size of heart attack-caused scars in patients who underwent the experimental stem cell procedure, compared to others who did not.

Although the preliminary results are positive, the researchers do not know precisely how the research treatment works.

"Understanding the cellular sources and mechanisms of heart regeneration is the first step toward refining our strategies to more effectively regenerate healthy tissue after heart attacks," said Marb?n, the Mark S. Siegel Family Professor.

The animal study was supported by National Institutes of Health grant R01 HL083109, the California Institute for Regenerative Medicine and the Cedars-Sinai Board of Governors Heart Stem Cell Center.

The process to grow cardiac-derived stem cells involved in the clinical trial was developed earlier by Marb?n when he was on the faculty of Johns Hopkins University. The university has filed for a patent on that intellectual property and has licensed it to Capricor Inc., a biotechnology company in which Dr. Marb?n is a founder and equity holder. The company provided no funding for this study.

Some families to be priced out of health overhaul

WASHINGTON (AP) ? Some families could get priced out of health insurance due to what's being called a glitch in President Barack Obama's overhaul law. IRS regulations issued Wednesday failed to fix the problem as liberal backers of the president's plan had hoped.

As a result, some families that can't afford the employer coverage that they are offered on the job will not be able to get financial assistance from the government to buy private health insurance on their own. How many people will be affected is unclear.

The Obama administration says its hands were tied by the way Congress wrote the law. Officials said the administration tried to mitigate the impact. Families that can't get coverage because of the glitch will not face a tax penalty for remaining uninsured, the IRS rules said.

"This is a very significant problem, and we have urged that it be fixed," said Ron Pollack, executive director of Families USA, an advocacy group that supported the overhaul from its early days. "It is clear that the only way this can be fixed is through legislation and not the regulatory process."

But there's not much hope for an immediate fix from Congress, since the House is controlled by Republicans who would still like to see the whole law repealed.

The affordability glitch is one of a series of problems coming into sharper focus as the law moves to full implementation.

Starting Oct. 1, many middle-class uninsured will be able to sign up for government-subsidized private coverage through new health care marketplaces known as exchanges. Coverage will be effective Jan. 1. Low-income people will be steered to expanded safety-net programs. At the same time, virtually all Americans will be required to carry health insurance, either through an employer, a government program, or by buying their own plan.

Bruce Lesley, president of First Focus, an advocacy group for children, cited estimates that close to 500,000 children could remain uninsured because of the glitch. "The children's community is disappointed by the administration's decision to deny access to coverage for children based on a bogus definition of affordability," Lesley said in a statement.

The problem seems to be the way the law defined affordable.

Congress said affordable coverage can't cost more than 9.5 percent of family income. People with coverage the law considers affordable cannot get subsidies to go into the new insurance markets. The purpose of that restriction was to prevent a stampede away from employer coverage.

Congress went on to say that what counts as affordable is keyed to the cost of self-only coverage offered to an individual worker, not his or her family. A typical workplace plan costs about $5,600 for an individual worker. But the cost of family coverage is nearly three times higher, about $15,700, according to the Kaiser Family Foundation.

So if the employer isn't willing to chip in for family premiums ? as most big companies already do ? some families will be out of luck. They may not be able to afford the full premium on their own, and they'd be locked out of the subsidies in the health care overhaul law.

Employers are relieved that the Obama administration didn't try to put the cost of providing family coverage on them.

"They are bound by the law and cannot extend further than what the law provides," said Neil Trautwein, a vice president of the National Retail Federation.

Toyota sold nearly 9.75 million vehicles last year

TOKYO (AP) ? Now it's official: Toyota is once again the world's top automaker.

Toyota Motor Corp. released its tally for global vehicle sales for last year Monday at 9.748 million vehicles ? a bigger number than the estimate it gave last month at about 9.7 million vehicles.

It was already clear Toyota had dethroned General Motors Co. as the Detroit-based automaker fell short, selling 9.29 million vehicles.

GM had been the top-selling automaker for more than seven decades before losing the title to Toyota in 2008.

GM retook the sales crown in 2011, when Toyota's production was hurt by the quake and tsunami in northeastern Japan.

The latest results show Toyota's powerful comeback.

Volkswagen AG of Germany sold a record 9.1 million vehicles around the world.

Asian shares rally, eye Fed, U.S. data

TOKYO (Reuters) - Asian shares rallied on Tuesday as recent selling drew bargain hunters ahead of more U.S. economic data and a Federal Reserve policy decision later in the week that may offer clues to the Fed's stimulus plans.

European markets were seen following Asia higher, with financial spread-betters predicting London's FTSE 100, Paris's CAC-40 and Frankfurt's DAX would open up as much as 0.3 percent.

U.S. stock futures were up 0.1 percent, hinting at a firm Wall Street start.

Solid U.S. earnings and an improving U.S. business spending gauge have combined with a recent run of positive global economic data, along with signs of easing financial stress in the euro zone, putting upwards pressure on Treasury yields.

Further signs of brightening U.S. growth prospects would fuel speculation the Fed may consider pulling back on aggressive easing stimulus. The Fed ends a two-day policy meeting on Wednesday.

The first estimate of U.S. fourth-quarter gross domestic product also will be released on Wednesday, followed by non-farm payrolls on Friday.

Few expect any immediate change to the Fed's very accommodative monetary stance while other central banks such as the Bank of Japan also embark on fresh easing to help spur economic activities. India's central bank cut interest rates on Tuesday for the first time in nine months.

The MSCI's broadest index of Asia-Pacific shares outside Japan rallied 0.9 percent to snap a four-day losing streak, led by a 1.1 percent jump in Australian shares to a fresh 21-month high on gains in financial shares.

"It seems that a lower interest rate environment is starting to improve confidence among the Australian business community. Mix this in with the China rebound and we have a sharp rise in confidence," said Ben Taylor, sales trader at CMC Markets.

South Korean shares, which slumped to an 8-week low on Monday, rebounded 0.8 percent.

Japan's Nikkei stock average reversed earlier declines and closed up 0.4 percent, buoyed by optimism over earnings of major banks.

"With yields on U.S. Treasury and German government bonds inching higher, one might say investors may be shifting funds to riskier assets from safe-havens," said Yuji Saito, director of foreign exchange at Credit Agricole in Tokyo.

The benchmark U.S. 10-year note yield briefly pierced 2 percent on Monday for the first time since last April, and inched up 2.5 basis points (bps) in Asia from New York close. The 10-year Japanese government bond yield also rose.

Naka Matsuzawa, fixed income strategist at Nomura Securities, said in research note that a sell-off in 5-year Treasury notes over the last two days "would not have occurred unless expectations of an economic recovery have gained ground to the extent that the monetary policy outlook begins to change."

"The market is aware that risks are toward more hawkish FOMC statements in the future rather than dovish ones," considering a pick-up in the U.S. economic recovery and stock market rally, as well as the underlying global risk-on trend, he said.

STUBBORN YEN

Yen selling paused, helping to bolster the benchmark South Korean stock index which is vulnerable to exchange rate swings as exporters lead market capitalisation.

The dollar fell 0.1 percent to 90.78 yen after touching 91.32 on Monday, its highest level since June 2010, while the euro recouped earlier losses against the yen to steady around 122.10 yen after hitting 122.91 on Monday, its highest point since April.

The euro was at $1.3450, not far from an 11-month high of $1.3480 hit on Friday.

The euro's strength sharply contrasted with the crumbling pound, which has been pressured by worries about the weak UK economy, prospects of more monetary easing by the Bank of England and the UK's unclear role within the European Union.

The euro extended its recent stellar run to hit 0.8575 sterling, its highest since late 2011, on Tuesday. The pound fell to $1.5687, near a five-month low.

"The UK is a small open economy that has benefited from capital inflows because it is not in the euro area but is in the EU. The former is less helpful now, the uncertainty about the latter is a clear negative. The result could be to take EUR/GBP close to 0.90 before long-term downtrend resumes," said Kit Juckes, FX strategist at Societe Generale in a note.

Commodities were underpinned by a more positive global growth outlook.

"I don't think there's much downside risk," said Tetsu Emori, a commodities fund manager at Astmax Investments in Tokyo. "I think economic data out of the United States has improved, so i don't think there are any negative factors in the market."

U.S. crude rose 0.4 percent to $96.80 a barrel and Brent inched up 0.1 percent to $113.64.

London copper gained 0.4 percent to $8,078 a tonne.

Gold inched up 0.4 percent to $1,661.95 an ounce but was capped by receding investor appetitie for safe-haven assets.

Asian credit markets lagged the region's rallying equities, pushing the spread on the iTraxx Asia ex-Japan investment-grade index wider by 2 basis points.

(AP) ? J.C. Penney is bringing back sales.

The struggling department store chain this week is rolling out some of the hundreds of sales it ditched last year in hopes of luring back shoppers who were turned off when the discounts disappeared.

Penney also plans to add new price tags or signs for more than half of its merchandise to show customers how much they're saving by shopping at the mid-priced chain ? a strategy that a few other retailers such as home decor chain Crate and Barrel and the company that owns TJ Maxx, HomeGoods and Marshalls. For store branded items such as Arizona, Penney will be show on store signs a comparison of prices from competitors

The moves are a departure for Penney on the eve of the one-year anniversary when it vowed to almost completely get rid of the sales that Americans covet but that cut into a store's profits. The idea was to offer everyday low prices that customers could consistently count on rather than the nearly 600 fleeting discounts, coupons and sales it once offered.

The bold plan has been closely watched by others in the retail industry, which is notorious for offering deep discounts to draw shoppers. But so far the experiment has served as a cautionary tale of how difficult it is to change shopper' habits: Penney next month is expected to report its fourth consecutive quarter of big sales drops and profit losses. After losing more than half of its value, Penney stock is trading at around $18. And the company's credit ratings are in junk status.

CEO Ron Johnson, who rolled out the pricing plan shortly after taking the top job in November 2011, told The Associated Press last week that the latest moves are not a "deviation" from his strategy but rather an "evolution." He also vowed he would not be bringing back coupons.

"Our sales have gone backward a little more than we expected, but that doesn't change the vision or the strategy," said Johnson, who previously masterminded Apple Inc.'s retail stores and Target Corp.'s cheap chic fashion strategy. "We made changes and we learned an incredible amount. That is what's informing our tactics as we go forward."

But critics say that Johnson is backpedaling. Walter Loeb, a New York-based retail consultant, said Johnson "is now realizing that he has to be more promotional to attract shoppers."

This pricing strategy has been a key part of Johnson's plan to reinvent Penney from the ground up that also included adding hip new brands such as Joe Fresh and replacing racks of clothing with small shops-within-stores by 2015. But this isn't the first time the plan has been tweaked it.

The pricing plan, which was rolled out in February 2012, entailed permanently slashing prices on everything in the store by 40 percent. Instead of the 600 or so sales and coupons it used to offer, Penney would hold just 12 monthlong sales events on some merchandise. And there would be periodic clearance events throughout the year.

But the plan wasn't well received on Wall Street or Main Street, so six months after launching it, Johnson ditched the monthlong sales, saying that they were too confusing to shoppers. Johnson said Penney since has learned that people don't shop on a monthly basis, but rather they buy when they need something for say, back-to-school or during the winter holidays. And during those times, he says, they're looking for even more value.

"I still believe that the customer knows the right price, but they want help," he says.

Penney declined to say how many sales events it will offer going forward, citing competitive reasons. But the company said the figure will be well below the nearly 600 that it used to offer. The company said the discounts will vary depending on the sale. From Feb. 1 through Feb. 14, for instance, shoppers will get 20 percent off some jewelry for Valentine's Day. One example: half carat diamond heart pendants will have a sale price of $96. Penny's everyday price was $120.

Penney said the decision to add tags on much of its merchandise that shows the "manufacturer's suggested retail price" along with Penney's "everyday" price came about because he realized that shoppers wanted a reference price. National brands were also asking Penney to show the suggested price to shoppers, he said. Penney started to test showing the suggested price on Izod men's merchandise last fall, and was encouraged by the sales.

Burt Flickinger, a retail consultant, said the move could help Penney because manufacturers' suggested retail prices can be as much as 40 percent higher than what retailers would end up selling it for. That practice of marketing suggested prices with their own price is common in the home appliance industry because shoppers like a reference price for items they don't buy often. But it's spotty with the department industry because stores generally hike prices up even more to give shoppers an illusion of a big discount, says Flickinger.

"The strategy will be helpful for shoppers to understand lower prices. At the same time, it will be tough to get consumers back in the store from competitors," said Flickinger.

But Craig Johnson, another retail consultant, said adding the suggested manufacturer's price is just a gimmick. "The objective of this exercise is to maximize the perceived value for the purchase," he said.

Johnson says Penney will submit supporting data to its legal team for approval before it advertises its prices, using certain criteria. For example, they'll make sure the fabric used is of the same quality as its rivals. For jewelry, Penney is using the International Gemological Institute, a third-party appraiser.

Penney says it will not show comparison prices for merchandise that is part of exclusive partnerships with brands such as Nicole Miller and Mango. Penney said it's difficult to offer such references.

"There are no makeup prices here," he added. "It's all about trying to communicate what it's worth to the customer

To promote the strategy, Penney will start airing TV, print and digital ads. One TV ad compares a $9 polo shirt under its store brand Arizona with $19 "elsewhere." ''Two polos, same color, same vibrant, same details, same swing, same swagger, different prices," the ad says.

Going forward, Johnson reiterated that he expects Penney to return to growth sometime in 2013. That would be a welcome change for Penney, whose business has suffered under the new strategy.

For the first nine months of its current fiscal year, Penney lost $433 million, or $1.98 per share compared with a loss of $65 million, or 30 cents per share in the year-ago period. Total sales dropped 23.1 percent to $9.1 billion.

Johnson declined to comment on holiday sales. But analysts expect a loss of 17 cents on sales of $4.22 billion for the fourth quarter. That would mean the company's annual sales shrunk by 23 percent, or nearly $4 billion, to $13.3 billion for the latest year. Revenue at stores opened at least a year are expected to drop 25 percent, in line with the third quarter, according to analyst polled by research firm FactSet.

"A year ago, we were launching a major transformation and didn't know what to expect," he said. "Today, I know what happened. Our team has a year's worth of history. This is going to be a great year because the new JCP is coming to life for customers."

(AP) ? The fragile state of the world economy, coupled with the relentless turmoil in Syria and the rocky fallout from the Arab Spring, dominated discussions during this year's annual gathering of the global elite at Davos, leaving many participants uneasy about what lies ahead as they left for home Sunday.

Even broad agreement that there are some positive signs on the economic front, at least in emerging markets, was coupled with a warning from the head of the International Monetary Fund. "Do not relax," Christine Lagarde said. There's still a "risk of relapse."

More than 2,500 of the best and brightest in business, government, academia and civic life gathered for the five-day World Economic Forum at this Alpine resort. But much of the overt glitz and glamor that is a usual feature was toned down or absent this year, a decision founder Klaus Schwab said reflected the serious issues facing the world.

Political and economic issues vie for top billing each year at Davos, and this time, the economy had the edge, with a special focus on how to promote economic growth and jobs, especially for the youth among the world's 220 million jobless.

The IMF said that China, Africa, and other emerging markets could see significant growth, but Japan, eurozone nations and the U.S. are likely to struggle with negative to low growth. Ahead of the 43rd forum, the IMF downgraded its forecast for global economic growth this year by one-tenth of a percentage point to 3.5 percent.

While the U.S. avoided the so-called "fiscal cliff" of automatic tax increases and spending cuts, and fears have abated that the euro currency union will break up, there is growing concern that governments may ease up on measures to improve growth and reduce debt that the IMF and many other institutions are calling for.

IMF chief Lagarde said the "very fragile and timid recovery" depends on leaders in the 17-nation eurozone, the United States and Japan making "the right decisions." The eurozone in particular "is fragile because it is prone to political crisis" and slow decision-making, she said.

Davos participants' uneasiness about the world economy was matched by growing concern over the political turmoil in the Arab world, terrorism in North Africa, a spate of natural disasters that have highlighted the failure to tackle climate change, and the growing inequality between the world's "haves" and "have nots."

"Two years ago, gloom around the stalled economic recovery was leavened by euphoria at the outbreak of the Arab spring," Kenneth Roth, the executive director of Human Rights Watch, told The Associated Press at Saturday night's low-key final reception. "This year, relief at the improved economic outlook is tempered by despair at the unimpeded slaughter in Syria, uncertainty about the outlook in Egypt, and frustration over the Arab monarchies' resistance to reform."

The Arab Spring uprisings have ousted dictators in Tunisia, Yemen, Libya and Egypt over the past two years. But now Islamists and liberals are wrangling over power, with Islamists mainly gaining the upper hand. Democracy is far from certain, and economic woes have left hundreds of thousands of young people jobless and frustrated that their "revolutions" haven't produced any dividends.

Former Arab League Secretary-General Amr Moussa, a losing candidate in Egypt's presidential election last year, said there have been achievements, but warned that democracy isn't only about casting a vote.

"It is the respect of human rights, for rights of women, separation of powers, independence of the judiciary. This meaning of democracy we have not yet achieved," Moussa said.

Elsewhere in the Middle East, Israeli-Palestinian peace talks remain stalled, Arab monarchs remain entrenched, and the death toll from the escalating civil war in Syria has topped 60,000 with no end in sight.

Jordan's King Abdullah II, whose country is hosting almost 300,000 Syrian refugees, predicted that Syrian President Bashar Assad's regime will last at least another six months. He called for a transition plan involving all Syrians and the Syrian army.

He also urged stepped up international support to end the Syrian crisis, saying, "The weakest refugees are struggling now just to survive this year's harsh winter."

Abdullah told the forum that "unprecedented threats to regional and global stability and security" need international action now, not the "wait and see" response by some countries ? which he did not identify ? especially in helping governments emerge politically and financially from the Arab uprisings.

The king, considered one of the region's moderate leaders, also warned Israel to stop playing the "waiting game," and said President Barack Obama's second term offered the last opportunity to create two states ? Palestine and Israel ? that can live side-by-side in peace.

Angel Gurria, secretary-general of the Paris-based Organization for Economic Cooperation and Development, said the focus on resolving the world's economic crisis has distracted leaders from many other important issues, including education, the social consequences of unemployment and promoting ways to deal with climate change.

Nonetheless, Gurria said, the world should be "very worried" because there aren't many "tools" left to fix the economy if things get worse.

Trevor Manuel, South Africa's National Planning Commission minister, told AP that the key message from Davos for him was a positive one ? that "many of the decisions that have been taken bring us closer to where we need to be." He warned that "a sense of an all-pervasive gloom ... frequently becomes a self-fulfilling prophecy."

Love triumphs over hate to make exotic new compound

Northwestern University graduate student Jonathan Barnes had a hunch for creating an exotic new chemical compound, and his idea that the force of love is stronger than hate proved correct. He and his colleagues are the first to permanently interlock two identical tetracationic rings that normally are repelled by each other. Many experts had said it couldn't be done.

On the surface, the rings hate each other because each carries four positive charges (making them tetracationic). But Barnes discovered by introducing radicals (unpaired electrons) onto the scene, the researchers could create a love-hate relationship in which love triumphs.

Unpaired electrons want to pair up and be stable, and it turns out the attraction of one ring's single electrons to the other ring's single electrons is stronger than the repelling forces.

The process links the rings not by a chemical bond but by a mechanical bond, which, once in place, cannot easily be torn asunder.

The study detailing this new class of stable organic radicals will be published Jan. 25 by the journal Science.

"It's not that people have tried and failed to put these two rings together -- they just didn't think it was possible," said Sir Fraser Stoddart, a senior author of the paper. "Now this molecule has been made. I cannot overemphasize Jonathan's achievement -- it is really outside the box. Now we are excited to see where this new chemistry leads us."

Sir Fraser is the Board of Trustees Professor of Chemistry in the Weinberg College of Arts and Sciences at Northwestern. In the late 1980s, he was one of the early pioneers to introduce an additional type of bond, the mechanical bond, into chemical compounds.

The new Northwestern compound has attractive electronic characteristics and can be made quickly and inexpensively. Down the road, it may be possible to expand this first linked pair into a longer chain-like polymer where this methodology could be useful in new technologies for batteries, semiconductors and electronic memory devices.

Driven by curiosity, Barnes only began to look at the radical chemistry of the ring cyclobis (paraquat-p-phenylene) two years ago, nearly 25 years after the ring was first made.

"I wondered what would happen if we took it all the way to the max," said Barnes, the paper's first author and a member of Stoddart's group. "Can we take two of these rings, each with four positive charges, and make them live together?"

The rings repel each other like the positive poles of two magnets. Barnes saw an opportunity where he thought he could tweak the chemistry by using radicals to overcome the hate between the two rings.

"We made these rings communicate and love each other under certain conditions, and once they were mechanically interlocked, the bond could not be broken," Barnes said.

Barnes' first strategy -- adding electrons to temporarily reduce the charge and bring the two rings together -- worked the first time he tried it. He, Stoddart and their colleagues started with a full ring and a half ring that they then closed up around the first ring (using some simple chemistry), creating the mechanical bond.

When the compound is oxidized and electrons lost, the strong positive forces come roaring back -- "It's hate on all the time," Barnes said -- but then it is too late for the rings to be parted. "That's the beauty of this system," he added.

Most organic radicals possess short lifetimes, but this unusual radical compound is stable in air and water. The compound tucks the electrons away inside the structure so they can't react with anything in the environment. The tight mechanical bond endures despite the unfavorable electrostatic interactions.

The two interlocked rings house an immense amount of charge in a mere cubic nanometer of space. The compound, a homo[2]catenane, can adopt one of six oxidation states and can accept up to eight electrons in total.

"Anything that accepts this many electrons has possibilities for batteries," Barnes said.

"Applications beckon," Stoddart agreed. "Now we need to spend more time with materials scientists and people who make devices to see how this amazing compound can be used."

(AP) ? Rio de Janeiro is mixing technology with tradition to provide tourists information about the city by embedding bar codes into the black and white mosaic sidewalks that are a symbol of the city.

The first two-dimensional bar codes, or QR codes, as they're known, were installed Friday at Arpoador, a massive boulder that rises at the end of Ipanema beach. The image was built into the sidewalk with the same black and white stones that decorate sidewalks around town with mosaics of waves, fish and abstract images.

The launch attracted onlookers, who downloaded an application to their smartphones or tablets and photographed the icon. The app read the code and they were then taken to a web site that gave them information in Portuguese, Spanish or English, and a map of the area.

They learned, for example, that Arpoador gets big waves, making it a hot spot for surfing and giving the 500-meter beach nearby the name of "Praia do Diabo," or Devil's Beach. They could also find out that the rock is called Arpoador because fishermen once harpooned whales off the shore.

The city plans to install 30 of these QR codes at beaches, vistas, and historic sites, so Rio's approximately 2 million foreign visitors can learn about the city as they walk around.

"If you add the number of Brazilian tourists, this tool has a great potential to be useful," said Marcos Correa Bento, head of the city's conservation and public works.

Raul Oliveira Neto, a 24-year-old visitor from the Southern Brazilian city of Porto Alegre, was one of the first to use the icon and thought the service fit well with the way people live now.

"We use so much technology to pass information, this makes sense," he said, noting he'd seen QR codes on tourist sites in Portugal, where they were first used for this purpose. "It's the way we do things nowadays."

Locals ? used to giving visitors directions ? also approved the novelty.

"Look, there's a little map; it even shows you where we are," said Diego Fortunato, 25, as he pulled up information.

"Rio doesn't always have information for those who don't know the city," he said. "It's something the city needs, that it's been lacking."

(AP) ? Activists with a big fake polar bear have occupied a Shell service station in the Swiss resort of Davos to protest Royal Dutch Shell PLC's oil drilling in the Arctic.

About 25 activists from around Europe chained gas pumps together Friday at the station near where the World Economic Forum was being held and hung a banner on the roof reading "Arctic Oil - Too Risky."

Greenpeace helped stage the protest, raising concerns about dangers to the environment from Shell's drilling in Alaska and urging forum organizers to reconsider Shell's participation. A Shell drill barge ran aground on a remote Alaska island on New Year's Eve.

Shell officials, among the 2,500 corporate and political leaders in Davos this week, did not immediately respond to phone calls about the protest.

Charlotte Rampling, Sean Patrick Flanery cast in "Dexter" season 8

LOS ANGELES (Reuters) - Charlotte Rampling and Sean Patrick Flanery have just lined up a couple of killer new roles.

"The Night Porter" star Rampling and "The Young and the Restless" alum Flanery have been cast in recurring roles in the upcoming eighth season of Showtime's "Dexter," a spokeswoman for the network told TheWrap.

In a rare television role, British actress Rampling will play a neuro-psychiatrist who works with young psychopaths and uses unorthodox methods in profiling criminals.

Flanery will play a former police officer named Jacob Elroy who currently runs a Miami private-investigation firm.\

"Dexter," which wrapped up its seventh season in December (and hit a ratings record for a Showtime original series with the season finale), will make an early return, premiering its eighth season on June 30 as a lead-in to the new Showtime series "Ray Donovan."

News of Flanery's casting was first reported by Deadline; EW.com initially reported Rampling's casting.

Gingrich won?t run for U.S. Senate in Georgia

Newt Gingrich's spokesman confirmed Friday that the former presidential candidate and U.S. House member from Georgia will not be a candidate for the U.S. Senate.

Hammond tweeted the news following Republican Sen. Saxby Chambliss' announcement that he will not be running for re-election in 2014. Gingrich had previously indicated he wasn't interested in the seat.

Democrats are already expressing optimism about the open seat race.

Guy Cecil, executive director of the Democratic Senatorial Campaign Committee, released the following statement Friday:

Georgia will now offer Democrats one of our best pick-up opportunities of the cycle. There are already several reports of the potential for a divisive primary that will push Republicans to the extreme right. VCU?s School of Mass Communications may be renamed after receiving a $10 million donation.

In a December meeting with faculty, donor Richard ?Dick? Robertson, told mass communications faculty he would be donating a large gift and a new name for the school was being considered.

Faculty members would not go on the record because the university has not officially announced the donation, but did confirm they were told the school could be renamed the Robertson School of Media and Culture.

The new name would be the first academic department to be named after a donor. Although the Wilder School of Government and Affairs is named after Virginia?s first black governor, it is not because of any donations Wilder made to the school.

The school of mass communications is 42 years old and has had the same name since its beginning.

Robertson?s donation has not been announced by the university and details are expected to be confirmed and released in the coming weeks.

Robertson is a former member of the Board of Visitors and is the former president of Warner Brothers Domestic Television. He oversaw the syndication of programs like Rosie O?Donnell?s daytime television show on the OWN network, ?The People?s Court? and ?Friends.? He previously sponsored as scholarship program through the school of mass communications that allowed students to intern at Warner Brothers for two weeks. He also spearheaded VCU-TV/HD, a student-run television channel that was a precursor to the department?s current ?InSight? broadcast program.

Robertson served as a member of VCU?s Board of Visitors from 2003-2007. He currently serves as the chair of the school of mass communications? advisory board.

Right now, the details of the donation are not finalized and any name changes have to be approved by the Board of Visitors in either February or May.
